BWDSB Elementary Hiring Process based on Reg 274

Job Postings are found in O365 SharePoint Internal Home Site. Please be sure to read the postings closely and apply to any position for which you are qualified and in which you are interested in by following the process set out in Regulations 274: 

 

LTO List Criteria:

 

  • on OT Roster for minimum 10 months

  • taught 20 full days within a 10 month period in last five years

 

LTO Positions:

 

Round 1 ~ Internal to LTO List # 1

  • Post job to LTO List for three days

  • Select the top five most senior applicants who are qualified

  • Interview and rank candidates

  • Offer job to the top-ranked candidate

  • If the candidate declines, offer to second, etc.

 

Round 2 ~ Internal to LTO List # 2

  • If no one takes the job, post job to LTO List for three days again

  • Pick a selection (3-5) of qualified candidates (seniority is not a factor)

  • Interview and rank candidates

  • Offer job as above

 

Round 3 ~ Internal to OT Roster

  • If no one takes the job, post for three days to the OT Roster

  • Pick a selection (3-5) of qualified candidates (seniority is not a factor)

  • Interview and rank candidates

  • Offer job as above

 

Round 4 ~ External

  • Post job externally

 

Permanent Positions:

 

Round 1 ~ Internal to ETFO Members

  • Post job internally to ETFO permanent employees

 

Round 2 ~ External - Internal to LTO List

  • First consideration is given to candidates who have completed a satisfactory OT Evaluation

  • Second consideration is given to LTO List candidates who have not yet had an OT Evaluation

  • LTO List candidates with an unsatisfactory OT Evaluation may not apply

  • If no one accepts the job, may post to OT Roster/external.

  • First priority will be given to those on the OT Roster.

What is Ontario Regulation 274/12?

  • Ontario Regulation 274/12 was filed by the provincial government on September 11, 2012 under the Education Act. The regulation establishes steps all publicly funded school boards are required to follow when hiring for long-term occasional (LTO) and new permanent teaching positions. 

 

How does Ontario Regulation 274/12 work?

  • Under the regulation, school boards must establish and maintain two occasional teacher lists: a roster of occasional teachers; and a long-term occasional teachers’ list. An occasional teacher’s ranking on the roster is based on seniority.

 

What is my seniority number?

 

When can I apply for the LTO List?

  • You can apply when you have been on the OT Roster for a minimum of 10 months and have taught 20 full days within a 10 month period in last five years.

What rights does an unsuccessful applicant have under Ontario Regulation 274/12?

  • An unsuccessful candidate to the LTO list, an LTO assignment or a permanent position is entitled, on request feedback on how to improve her/his chance of being successful in future interviews. 

FAQ's around accepting and leaving positions: 

 

Can I leave my current LTO for another LTO?

In general, you can apply to any LTO position that would improve your situation and leave the other LTO. Improving your situation would mean increasing FTE or a longer LTO. 

 

Can I leave my LTO for a small piece of a permanent position?

Yes, you can give up any amount of LTO in favour of any sized FTE permanent position.

 

Can I accept a small piece of permanent and immediately go on leave to finish my LTO?

When you have a 1.0 LTO and apply and obtain a small piece of permanent, you can not immediately go on leave from the permanent and finish the LTO, due to language in the Permanent Teacher Collective Agreement. You would be leaving the LTO entirely unless the Permanent position and the LTO are in the same building then it could be up to the Administrator's decision.

 

Can I work part-time permanent and part-time as an OT?

When you have a piece of permanent, you can also work LTOs and daily OT assignments if it works with your schedule. Keep in mind in order to remain on the OT Roster you must complete a minimum 15 OT assignments in a year.

ARTICLE 11 - JOB POSTING
11.01 All long term occasional teaching positions shall be posted on the internal email system at least three (3) teaching days prior to the closing date for applications and forwarded to the President of the Local.
11.02 Simultaneous internal/external postings will be mutually agreed upon.
11.03 A member, who has applied for another position with the Board, must be given at least one (1) day notice of a scheduled interview where reasonable.

In order to reduce the number of unfilled jobs, the occasional teacher bargaining units and the board have agreed to the following effective September 1, 2019:

For Occasional Teachers who meet the criteria for an LTO list interview, the interview would be waived if they have a successful OT performance appraisal (AF 7165). 

 

The process will be:

Upon receipt of a successful OT Evaluation (Or at the request of a teacher who believes they have met the criteria and has scanned and sent AF 7165 with request)

  • Verify OT has been on the Roster for at least 10 months.

  • Verify a minimum of 20 FTE Days has been worked in a period of 10 months within the last five years

    • If the criteria has not been met – a message to be sent to the OT to notify us when they believe the criteria has been met, so we can re-verify

    • If the criteria has been met - Add OT to the LTO List, notify OT and cc the union president to let them know they are on the list

 

Permanent teachers on leave could be added to the OT Roster if requested and with approval of their administrator (space on the roster permitting).

 

External LTO hires with a satisfactory performance appraisal being added to the OT Roster if requested (space on the roster permitting).
